Job Introduction
We’re recruiting a Senior Private Sector Housing and Enforcement Officer to join our Private Sector Housing team, and help us make sure homes in Milton Keynes are safe, well‑managed and meet legal standards.
Our colleagues work across the city supporting residents, improving housing conditions and making a difference every day.
You’ll manage a small team of colleagues and lead on complex and high‑risk cases, helping us deliver a dedicated and professional service.
You’ll also work closely with local people, landlords and other organisations to help ensure homes are safe, healthy and compliant.
This role may be suitable for home working, following an assessment. Home-based roles require a minimum of one day in the office/site per week.

Main Responsibility
- Lead, manage and develop a team of colleagues to deliver strong performance, high customer satisfaction and value for money.
- Carry out investigations, inspections and enforcement action to ensure private homes meet health, safety and energy efficiency standards.
- Lead on high risk or complex cases, preparing and serving legal notices where needed, including civil penalty notices.
- Prepare reports and evidence for legal proceedings and attend tribunals or court hearings as an expert witness.
- Support the delivery of the House in Multiple Occupation licensing scheme, ensuring compliance and taking action when required.
- Investigate empty homes, using available powers to bring them back into use, contributing to wider housing and homelessness priorities.
The Ideal Candidate
You’ll be someone who:
- Holds a relevant Environmental Health or Housing qualification, or has equivalent knowledge and experience in an enforcement setting.
- Holds a Housing Health and Safety Rating System certificate and has strong working knowledge of the legal framework.
- Can lead and support colleagues, manage workloads, plan ahead and guide others.
- Has experience managing serious and complex housing enforcement cases.
- Can analyse, interpret and explain legislation clearly to different audiences.
- Works well independently, makes sound decisions and manages risk confidently.
- Is committed to our values: dedicated, respectful and collaborative.
To be successful in this role, you’ll need a full UK driving licence and access to a vehicle. If you’re offered the position, we’ll ask for proof of your licence and vehicle insurance, including business use cover. Unfortunately, we won’t be able to confirm your appointment without these documents.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
