Job Introduction
Join our SEND (Special Educational Needs and Disabilities) Team and help ensure children and young people receive timely, well-supported placements and services.
As SEND Placement and Data Officer, you’ll manage statutory data submissions (e.g. SEND2, SEND Census), oversee placement processes including phased transfers and in-year changes, and maintain accurate records across Capita ONE and caseload trackers.
You’ll support financial oversight by reviewing data linked to EHCP (Education, Health and Care Plans) funding, personal budgets, short breaks, and contribute to service improvement through data analysis.
You’ll also handle formal requests for information, provide administrative support and ensure sensitive information is managed securely and professionally.
Enhanced DBS (including barred list) is required

Main Responsibility
- Handle the delivery and submission of all statutory data and collections such as SEND 2 return and SEND census.
- Manage the placement process of all children and young people either under assessment or with an EHCP requesting a change of placement. This will include the administration and delivery of phased transfer placement in line with statutory deadlines and in year change of placements either mainstream admission or through the specialist placement admissions panel (SPAP).
- Review and manage the effective delivery of data to support the SEND service in having robust oversight of data finance streams linked to key areas such as personal budgets, top up/EHCP funding and short breaks.
- Responsible for ensuring the Capita ONE system, has robust and accurate data and wider case load data spreadsheet are kept up to date and accurate, with the support of the wider SEND teams. Where data is inaccurate, liaising with colleagues to correct this.
- Analysing data in order to participate in wider SEND projects to refine and improve process where data is key at driving the delivery of the service.
- Participate and contribute to the ongoing improvement of the SEND Local Area by working as part of the SEND Partnership in line with our SEND Strategy.
- Keep up to date with current and new legislation including local and national policy to effectively communicate, verbally and in written form key data reports as requested.
- Handle and deliver all FOI and SAR requests working in partnership with the wider team and services across MKCC.
- Providing administration for the team, with children in their care, with access to sensitive and personal information about a child.
The Ideal Candidate
- Educated to NVQ Level 3 in Business Administration or in a relevant professional field.
- Experience of working with data to inform practice.
- Excellent ICT skills including the use of word, power point, excel and Capita ONE.
- Highly developed organisational skills, ability to plan ahead, prioritise workload and pay attention to detail.
- Effective written and verbal communication skills, with the ability to work as part of a team.
- Can work effectively as both part of a team whilst being able to work on own initiative and take responsibility for own workload, whilst being resilient in the changing landscape of SEND showing ability to be flexible and work to the needs of the ever-changing business.
Driving licence and vehicle insurance with business insurance
For this role, the candidate is required to have a full UK driving licence, along with access to a vehicle.
Evidence of the driving licence and vehicle insurance with business insurance will be required from the candidate should they be offered this position. Without this documentation the candidate will not be appointable.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
