Licensing Enforcement Officer

Job Introduction

We’re seeking a Licensing Enforcement Officer to join our Licensing Service.

The team is based in our Civic offices and offers businesses and residents the ability to apply for many different licenses or permits so that their business can operate legally within the city.

Milton Keynes is a rapidly expanding city which means the requirement for different licences is growing.

As a Licensing Enforcement Officer, you’ll help support the growth of businesses across the city, ensure license holders are compliant and help enforce a fair-trading environment.

Main Responsibility

  • Work within a team of five Licensing Officers with administrative support.
  • Responsible for compliance and enforcement of a wide range of licensing legislation to include Licensing Act 2003, Gambling Act 2005, skin piercings, street trading, scrap metal and children’s licensing but not taxis licensing.
  • Undertake investigations into complaints, fully report findings and resulting actions, so achieving a satisfactory solution.
  • Provide, through good communication, guidance to assist businesses and residents, administer applications, and providing investigatory and enforcement actions.
  • Support inspection programmes and when necessary attend committees hearings and court.
  • Some late night and out of office hours premises visits will be required on an ad hoc basis.

The Ideal Candidate

  • A dedicated professional person with great communication skills.
  • An ability to understand complex legislation and explain it to others in a clear simplistic way, so highlighting the key areas of importance.
  • Explain to others what areas of relevant legislation are applicable to them and therefore need to be complied with and outline how this could be achieved.
  • Attention to detail and able to apply regulation properly as needed, using the best tools at your disposal.
  • When necessary, able to work flexibly as licensed premises operate outside of office hours and need visits at these times.
  • A knowledge of all aspects of licensing and regulation would be a definite advantage.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week.  Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
