Flood and Water Manager

Job Introduction

We’re seeking an experienced manager to lead our expanding Flood and Water Management Team which also encompasses the Lead Local Flood Authority (LLFA).

As a LLFA, Milton Keynes City Council is responsible for managing the risk of flooding from surface water, groundwater and ordinary watercourses and we’re seeking a manager to ensure we deliver our statutory duties and priorities.

You’ll be delivering innovative schemes to improve flooding resilience in partnership with organisations including the Environment Agency, Internal Drainage Board and Anglian Water. You’ll also ensure we meet our obligations under the Flood and Water Management Act 2010 and the Land Drainage Act 1991.

You’ll advise directors and councillors on flood risk matters as well as engaging with members of the public and community flood groups. You’ll lead in the commissioning of projects, the development of policy, delivering services and responding to consultations.

The role is based primarily at Synergy Park, but some travel will be required.

Main Responsibility

  • To provide day to day management and strategic direction to the flood and water management team within the service area of Environment and Waste.
  • Manage the overall health, safety and wellbeing of the team.
  • Manage the team’s revenue budget, providing regular updates to the Head of Environment and Waste on spend, forecasts and income projections.
  • Seek additional funding opportunities to develop and deliver flood risk management projects/studies.
  • Contribute to the development and implementation of service strategies and delivery plans to meet the Council's targets and objectives and ensure that the Service is appropriately organised and structured to meet the City Council's statutory obligations and where appropriate meet and report on any national and local performance indicators.
  • Developing and maintaining relationships with service users, stakeholders, partners and potential providers.
  • Prepare and present scrutiny committee reports and other Democratic Service papers commensurate to the post.
  • Oversee the fulfilment of the statutory duties and services of the Lead Local Flood Authority (LLFA).
  • Undertaking of flood investigations (under Section 19 of the Flood and Water Management Act 2010).
  • Maintenance of the flood risk asset register.
  • Provision of statutory consultation responses to the Local Planning Authority for surface water drainage matters.
  • Determination of land drainage consents under the Land Drainage Act 1991.
  • Maintaining and updating our Local Flood Risk Management Strategy.
  • To act as the subject matter expert and lead advisor for the Authority on managing local flood risk.
  • Responsible for the development of local flood risk management policy, strategies and design guidance in coordination with external partners and stakeholders.
  • To be accountable to the Head of Service for the council’s role as Lead Local Flood Authority (LLFA).
  • Working with internal and external partners (e.g. emergency planning teams and local flood groups) to build community resilience to flood and water management issues.
  • Ensure that flooding projects contribute to lasting improvements and collectively contribute to reduced flood risk and sustainable development in Milton Keynes.

The Ideal Candidate

  • The ideal candidate will have (or be working towards) chartered status with the Chartered Institution of Water and Environmental Management (CIWEM).
  • Have worked as a manager of a team for a minimum of five years or hold equivocal experience.
  • Must have experience of working in a public facing role, representing the organisation with an ability to process complex information to advise, direct and steer senior management, Councillors and other persons commensurate to the post.
  • Experience of building effective working partnerships and working with external and national stakeholders/partners (e.g. Environment Agency, Internal Drainage Board, Anglian Water).
  • You will be able to facilitate partnership meetings, prepare reports for Cabinet and other committees (e.g. Overview and Scrutiny Committee); as well as present and advise at other committees and public meetings.
  • Valid UK Driving Licence is essential as travel will be required for this role.
