Estates Surveyor (Corporate & Housing)

The team manages all the city council’s operational properties including offices, libraries, leisure centres, depots and school estates. 

 

This role is interesting and varied, and supports our aim to provide a fit-for-purpose operational estate which benefits residents, businesses and visitors to the city. 

 

This is a site-based role.

Main Responsibility

  • Working as part of a multi-disciplinary property team, this role will undertake casework primarily focused on general estates management, ensuring work is delivered on time and to budget, assuming quality and technical accuracy.
  • Undertake property valuations for a variety of purposes (including rent, development appraisal and financial).
  • Undertake inspections and measurement of land and property in accordance with the RICS Code of Measuring Practice.
  • Undertake the acquisition and disposal of land and property, from initial due diligence through to instructing legal services upon agreement of terms and continuing to liaise thereafter as necessary.
  • Handle general estate and property management matters, including the landlord and tenant relationships, provide advice to clients and provide monthly rental account variance reports, managing debt as necessary.
  • Instruct landlord repairs and maintenance incorporating service charge for a variety of properties including the setting and monitoring of budgets and reconciling for end of year as well as monthly variance reporting, ensuring that all works and service are properly procured in line with MKCC’s Contract Procedure Rules.
  • Ensure, in liaison with colleagues, that property databases and terrier systems are updated in a timely manner and ensure that property management records are always up to date, including the use of systems and data sets for reporting purposes and estate planning, in particular inputting into the Asset Management Plans.
  • Work with and assist project managers and client departments as necessary and form part of multi-disciplinary teams through all stages of a project, being engaged in all property- based aspects of the proposals.

The Ideal Candidate

  • Experience of managing an operational property portfolio, be well-versed in the Landlord and Tenant Act 1954, and health and safety law. 
  • You should be good at solving problems and making recommendations to improve our service and deliver cost-savings for MKCC.
  • A full UK driving licence is essential as the role will include undertaking site visits and inspections, along with access to a vehicle. Evidence of the driving licence and vehicle insurance with business insurance will be required from the candidate should they be offered this position. Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
