Business Intelligence Officer

Job Introduction

We’re recruiting a Business Intelligence Officer to join our Children’s Services Planning and Transformation team.  

You’ll work closely with city council colleagues, as well as external partners and agencies, to provide high‑quality, relevant and timely business intelligence.

This intelligence will help us make sure there’s enough school, childcare, and care placements locally to meet demand, which is one of our statutory duties, and support our evidence‑based decision‑making.

You’ll provide expert analysis and advice in various formats (verbal, briefing notes and presentations) to the leadership team, colleagues and, where appropriate, regionally and nationally. 

You’ll identify the need for any changes to policy or provision. You’ll also be responsible for completing reports and statutory returns on time, and for developing data‑driven insights to maximise potential income streams linked to developer contributions.

Through this role, you’ll contribute to local children having access to high‑quality local provision that best meets their needs, improving their lives.

While this role will initially focus on Special Educational Needs (SEN) place planning and related SEN workstreams, the postholder will also support wider workstreams as required.

This role may be suitable for home working, following an assessment. Home-based roles require a minimum of one day in the office/site per week.

Main Responsibility

  • Provide high quality business intelligence that supports planning, service improvement and future strategy.
  • Produce clear, accessible reports that explain performance and highlight trends.
  • Complete statutory data returns accurately and on time.
  • Help ensure we make the most of available income linked to placements, including supporting contributions cases.
  • Develop and improve data collection, storage and analysis methods.
  • Support colleagues to manage data quality, data sharing and data security.

The Ideal Candidate

  • Educated to National Qualifications Framework Level Five (or has equivalent experience working with complex datasets).
  • Enjoys analysing, interpreting and explaining data in a straightforward way.
  • Ability to think strategically and apply that thinking to practical solutions.
  • Able to work independently, use their initiative and stay self-motivated.
  • Likes developing processes, spotting patterns and helping others understand information.
  • Works in a way that’s dedicated, respectful and collaborative.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
