Job Introduction
Our Highways and Transport Service deliver essential services for the people of Milton Keynes including highways maintenance, managing local bus services, and developing millions of pounds of transport infrastructure every year, plus much more.
We have some really significant projects to work on in the coming years, such as:
- Replacing street lighting to lower energy LEDs.
- A large-scale electric vehicle programme.
- Using AI and other technology to become even more efficient.
- Major road and cycling network projects.
We’re often the first on the scene to deal with emergencies, so you’ll need to be prepared to be out and about in all weathers and possibly on call during the winter.

Main Responsibility
- Manage the delivery of the highway asset management, programming, planning and valuation functions of the authority.
- Develop, implement, and review the Authority’s Highways Asset Management Policy, Strategy and Plan.
- Ensure the asset management approach adopted is value for money and maximise whole life costing and life cycle planning.
- Drive cultural efficiency changes in asset management to provide ongoing improvements in network condition while achieving annual saving targets.
- Govern all aspects of the authorities Asset Management System including for all contract requirements and overseeing development in line with future requirements.
The Ideal Candidate
- HNC/HND, Degree or equivalent in a related subject or able to demonstrate significant equivalent experience.
- Demonstrable knowledge of highway maintenance issues and best practice in highway maintenance techniques.
- Proven ability to manage, supervise and coordinate output from internal colleagues and external consultants.
- Demonstrable knowledge of asset management control procedures and requirements particularly ISO 55001 Asset Management.
- For this role you are required to have a full UK driving licence and provide evidence of your Vehicle Insurance with business cover and use of a vehicle. If you are successful, you will be required to supply evidence of your licence prior to starting the role.

Our roles are either designated ‘site based’ or ‘home based’. ‘Site based’ roles can include up to two days a week working from home whilst ‘home based’ roles are based at home four days a week. Of course, managers designate which category roles are in based on the needs of the service and the circumstances.
